Chinese have a long way to go to set their own house in order before they are in a position to throw the whole blame for the existing state of affairs on the Hongkong authorities. Mr.

Bell's report however only deals with the coastline from Swatow

to Fooohow, and was not extended to the Canton delta. In the

former area, the problem of a foreign territory in extreme propinquity to the mainland does not of course arise.
